The Former President's Progressive Alarm Overlooks Europe's Real Danger: Economic Decline.

Donald Trump's security policy document offers a misguided view of the European Union. The document asserts that open-border policies and so-called "progressive" agendas represent an grave threat to the continent's identity. Yet, this perspective is based on a fundamental misreading of the reality. The actual challenge facing Europe is not societal but economic and technological backwardness.

A Glaring Economic Divide Between the US and Europe

Statistics paint a stark contrast. From 2008 and 2023, US GDP grew by 87%, while a paltry thirteen and a half percent increase for the EU. Over this time, EU GDP per capita fell from 76.5% to just half of the American figure. Strikingly, even the poorest US state now has a higher per capita income than major European economies like Italy and France.

Currently, about 50% of the world’s 50 largest tech companies are US-based, while only four are European.

The Innovation Shortfall: A Critical Question

This widening economic gap stems from stronger efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The scene of world technology leadership is overwhelmingly US-centric. In the last five decades, hundreds of American startups have grown into companies valued at over $10bn, compared with just 14 in the European continent.

This disparity prompts a pressing question: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe stand? Most analysts concede it is essentially a contest between two between the US and China, with Europe starting at a significant handicap.

Root Causes of Europe's Technological Lag

A number of key factors explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and more dynamic network for funding startups. The EU still lacks a true capital markets union, a factor that caps the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder Europe. A American entrepreneur can introduce a service under a single set of laws to access a consumer base of over 330 million. The EU, despite a larger population size, is split among 27 separate systems, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, one can find reasons for hope. European leaders are growing more conscious of the existential challenge and have started to advance substantial change. Key analyses on EU competitiveness and the internal market point to the necessity of sweeping changes.

With the right incentives and rule changes, these assets could support much higher levels of commercial innovation.

Europe still possesses significant strengths: high-quality human capital, excellent schools and universities, and world-class labs. Alongside a vast domestic consumer base and high savings rates, these foundations have the potential to trigger a surge of venture creation.

Importantly, even if the EU does not become the leader in developing cutting-edge tech, it can still significantly boost economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now faces a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, Europe's technological decline has been gradual. But, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could give way to a rapid and permanent decline in global economic relevance.
